A) He is too young for ANY sort of aas.
B) An oral only cycle for a month, proves that you need much more research before advising anyone (including for yourself).
C) If his diet and training are in check, then he will cut up without any help needed from any aas.
D) Kids starting too young are only going to hurt themselves in the long run. Why take the chance with your health, it is not worth it?!! At his age, he should be able to cut or bulk at will. Him starting too young is only taking the chance on becoming another statistic.
E) You being his older bother, you should be doing EVERYTHING in your power to prevent his premature use, not encourage it!

To be on the safe side and to not stunt his growth, i would say taking 0mgs ED will work out incredibly for him. especially if he takes it for only a month. Oh, and he can take both at that dosage if he wants to. great stack would be:

week1-4 winny 0mgs ED and anavar 0mgs ED
No pct necessary.

at 19 his testostrone levels should be high enough the highest naturaly in his life. he should take advantage of that and run with it. give him some creatine (the strongest LEGAL supplement) and maybe some ZMA that will help his natural test levels naturaly. zinc has been linked to natural test levels if there is not enough zinc then natural levels are not at there highest. there is like so any ways to approach to getting cut, big, whatever gear is not always the only way lower weights higher reps more sets i mean come on give him the chance to work with what hes got and see where it can go. gear is for the older group at least 21 or older and is for when you have hit a plateau or just want more. also for the older men trying to feel youthful and get back into shape not 19 year old boys that havent even gotten into the world yet. please rethink you reasoning and try to explain to him. if you dont quite understand do more research and understand, or PM me and ill help ya out. cause like the guys already said this kid could end up as just another stastic giving us guys a bad name. and really we use it properly and safely PCT and all we work hard and train hard and we are the reason why gear is accepted in a lot of places.
